UK Councils Intend to Sell Off Social Clubs and Sports Centres to Balance Books

Based on a latest poll of municipal councils, UK councils are planning to sell social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and open spaces to support their finances, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

This coalition said that a high proportion of councils attempting to raise money from a fire sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would prioritise restructuring services and using financial reserves to weather growing financial challenges.”

Detailed Cases of Proposed Disposals

One local authority in southeast England announced its property management strategy included the sale of a retail complex in Rainham and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Wider Fiscal Strains

The survey of councils in the coalition, which covers several urban centers, further found that over seven in ten of authorities will have to raise local levies next spring to address the rising cost of essential services, increased rates of homelessness, and a persistent housing shortage.

The authority explained it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Trends and Projections

Research of county councils this week further found council budgets being strained by the increasing figures of young people and older individuals needing Send support.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have delayed scheduled changes to the Send system until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the most recent deprivation measures (IMD) covering English councils, several participating urban areas were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” noted the report.

“Although only a single urban area is in the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of difficulties facing local leaders across key cities in the coming year,” the analysis added.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that accounts for and addresses the real levels of deprivation and need,” stated Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey revealed.
